Dear Nelwade, every state except for Andhra Pradesh, Telangana and Jammu Kashmir participate in All India Quota of 15% for MBBS Counselling. So even if you are not from Karnataka but you qualify in NEET 2019, you will be eligible for All India Counselling and based on your NEET score, rank in the merit list and Category, you can secure a seat in Karnataka. You cannot participate in their 85% State Eligibility Quota though. Because you have Maharashtra domicile, you will be eligible for Maharashtra State Counselling.
