There is an exam know as LEET ( lateral entry entrance exam) for admission in 2nd year. There are many private engineering collage that take admission through lateral entry. In fact most of the state engineering collage have a provision for lateral entry like Mits gwalior, SGITS indore. But IIT and NIT have no such seats for lateral entry student. It's sad but true.

Many top private engineering universities allow second year migration from another university.. u should have good percentage in first year and no objection certificate from present university.

There is a state level entrance examination for lateral entry LEET (Lateral Entry Entrance Test) which will give you the colleges according to your rank in the respective states.

BITS Pilani(and it's other 2 campuses) take in students slowly based on merit obtained by appearing in an annual entrance test called the BITSAT. Also, admissions are done only into First Year. There is no provision for admission into second year or any kind of Transfer from other institute.
