open Universities, distance Education programs and evening Colleges do not put bars on the upper age limit.
Having said that you should also acknowledge that these courses are restricted to a very few streams of Science, Commerce and Arts.

Undergraduate distance education programs,requires you to qualify Pre-University/ Second year Foundation Programme/ Higher Secondary / Three year Diploma/ I.T.I.(after passed 10th Standard) or an equivalent examination. A diploma in a relevant discipline will prove worthy.

There is no age limit for higher distance education.
The eligiblty criteria for B.tech in IGNOU requires an applicant to have completed a 3-year diploma course from an approved and accredited Polytechnic University.Since, you have completed diploma you can apply for distance education in B.tech.
