there are numerous engineering colleges in India. in India colleges are in 3 category. tier 1, tier 2, tier 3. iits , nits, some state level universities are lies in tier 1 category. tier 2 are govt colleges and some old private colleges. tier 3 are private colleges which have establishes not more than 10 -12 years or maybe less. these colleges don't have a good placement, infrastructure is moderate. the rank you mention in your question can find seats in those tier 3 colleges
