If you have cleared the backlogs before your passing out then there is no issue and if you haven't then you can appear the examinations but there is no use you can't get into any good place; be it a university or job

Yes he is eligible but you have to clear those backlog before apear in cat .. with the backlog you wouldn't be allowed .. also what you should be prepared for are the  questions regarding the same in PI .. you have to prepare a valid answer for it ..
