According to the official notification by ESI on its official website, following is the eligibility criteria for candidates interested in pursuing GNM Nursing Course-

Having passed 10+2 or its equivalent from a recognized university

Age between 17 and 27 as on 1st Jan, 2019

Citizen of India, and permanent resident of West Bengal for at least five years.

So, clearly there's no such thing as a person passed 12th last year cannnot apply, also the age criteria confirms this.
