There are other entrance examinations like WBJEE, COEMDK, VITEEE, TNEA counselling. These also are Engineering entrance examinations. But there might be domicile rules that would be applicable. So lets say if you crack even one of these, you are still eligible for GATE. TNEA is just a counselling procedure and not an entrance examination. But it is recognised. So, no matter which entrance exam you choose in case you do not clear JEE, you still have an option to appear for GATE.

Even you can't clear jee then that is not an issue. When you will join using any entrance and join a college you can apply for GATE.
GATE exam has a broad criteria and different for different branches. So after your graduation you can go for it.
