If you are not satisfied with the college alloted during first counselling, you need not pay fee and can proceed with further counselling sessions.

Well if you are not satisfied with the seat you have been allotted then do not accept the seat as if you are accepting the seat you will need to pay for it but if you do not accept it you will not have to pay for it and can look out for the other options in the upcoming counseling
