If you have cleared the backlog and have got the transfer certificate from the college only then you will be eligible to for TS ICET counselling. If not then you will not be eligible for TS ICET counselling. One of the important documents required for TS ICET counselling is the transfer certificate and you will get transfer certificate from the college only if you have passed all the subjects.
