If you have been alloted a seat under all india quota then you need to present the original documents in the college for admission. 

Without originals admission would not be possible 

And if you need to have documents for state counselling then you need to vacant the all india seat. 

Because at a time a candidate can only hold for one seat. So if you get the desired college under state counselling and wish to join then you need to vacant the seat at all india level. Only then can you get back the original documents.
