If you are alloted with a college through AIQ counselling in 1st round, then also you can register for your state counselling.

since round 1 is a free exit round if you leave the seat in 1st round of AIQ then you will be eligible for both all India counselling as well as your state counselling and hence your seat from state would not be blocked.
