If you are in 2nd year of your graduation, you can definitely apply for UPSC coaching under the Anuprati Coaching Yojana but there are certain conditions like:

1. You should be a domicile of Rajasthan and belong to a reserved category.
2. Your family income should be less than 8 Lakh rupees per year
3. You need to have at least 70% marks

Yes, you can apply for the Anuprati Coaching Yojana in your second year of graduation. The scheme's eligibility for the UPSC Civil Services Examination requires candidates to be "studying in the final two years of graduation/undergraduate" . This means students in their second or third year are eligible. You must also meet other criteria, such as belonging to a specified category (SC, ST, EBC, OBC, Minority, or EWS) and having a family income below 8 lakh per year.

As a student in your second year of graduation, definately you are eligible to apply for UPSC coaching under the Chief Minister Anuprati Coaching Yojana in Rajasthan.

This scheme is open to those studying in the final two years of their undergraduate degree.You can apply for this through the SSO portal of Rajasthan at sso.rajasthan.gov.in.
