Yes dear you are eligible for UPSC Infact any student who completed their graduation from any course are eligible for UPSC exam. The students who are in final year or the students waiting for their last exam results are also eligible for UPSC.

Yes, if you are from Arts stream then you can appear for UPSC exam because the minimum Education qualifications required to appear in UPSC exam is that the candidate must hold a graduation degree from any stream or from any recognised University, also if you're in final year of your graduation then you can also appear in UPSC exam.
