Hello Vindhya, Yes, you can obviously apply for the 2nd round of counseling if you don't get a seat in the 1st counseling. But only do so if you are sure that you will definitely get a seat in the 2nd round because if you don't get a seat in the 2nd round then you will be left with no seat at all.

Why..can i not apply for state councelling or mop up round after that if i can not get seat in 2nd round

Yeah, you can apply for the mopup round in order to get the few remaining seats.
