Yes you can apply take part in Uttar Pradesh state quota counselling after you get a seat allotted through All India Quota.
But once you get a seat allotted through AIQ and you don't take admission your security money will be fortified.
You need to leave the seat to apply for State quota as at a time you can get only one seat allotted to you .
