it depends on the exams control authority and their rules and regulations. however if you have applied from ews category you would be counted as ews candidate and your rank and score would be measured for ews quota. so a ews candidate can not be counted as general category. however at the time of counselling process you must submit the ews certificate to avail the ews benefit.
