No, you cannot study mbbs even in abroad without qualifying neet.

This is because,

Neet examination has been made mandatory to qualify to take admission in any medical college for  MBBS, BDS etc in any medical college in India be it private or government and even for getting admission abroad.

NEET 2021 Cut off marks will be more or less similar to previous years and when we go through past year qualifying cut off trends then last 3 years qualifying cut off data is given below for reference :-

So,   for neet 2020 a general category student required at least 147 marks to qualify neet

If you managed to qualify neet then you can get admission abroad otherwise you will have to prepare again for neet, qualify it and then only you can get admission .
