Being in electronics and communication field you might have learnt about various devices i.e. the hardware part. You can opt for some two month or even shorter courses for mobile app development and learn the required skills.

You can opt for certified courses on Coursera,Udemy and learn from there.

Yes you can join mobile app developer job because it all depends on your knowledge ,skills which you can learn from course or any training but mobile app development is part of cse branch where students learn more. Apart from this you can always have  many job options ECE has always.
