Since you have not specified any particular counseling I will answer with regards to JOSAA counseling.

If a candidate obtains marks above the minimum eligibility criteria one is eligible for applying for counseling.

Even if one does not get a seat in the first round of counseling there are high chances that one can get a seat in further rounds of counseling given that one has filled up appropriate choices during choice filling.
