According to your question if you don't have income certificate then you cannot apply for the EWS certificate as that would be the proof that your annual family income in below 8L.

For making EWS certificate you have to fulfill all the eligibility criteria as per follows-

1-You should not own more than 5 acres of land.

2-You should not own 1000 sq ft of flat

3-Your family annual income should be less than 8L per annum.
