Yes, you can directly fill application for the second cap round if you meet all of the conducting committee's standards. The second counselling is essentially a second chance for those children who did not receive admittance at the first counselling, or those who missed the first. You can unquestionably proceed to the second round.

Some additional information

According to the MHT CET website, the final merit list for MHT CET Bpharm and PharmD was issued on November 28, 2021, and counselling will take place in two sessions. So, on December 3, 2021, the display (result) of provisional seat allotment for CAP Round-1 was announced, and on December 7, 2021, the display (result) of provisional vacant seats for CAP Round-2 will be announced, with online form submission through candidate login taking place between December 8 and 10, 2021. The CAP-2 results will be released on December 13th.
