Question number 62 of previous year NEET PG counselling FAQs answer your question. See what it says about it, "If a candidate has been allotted a seat in Round II but not reported at the allotted Institute he/she can exit with Forfeiture of Fees i.e the Refundable Tuition Fee will be forfeited. However once the candidate joins a seat allotted in IInd Round (of AIQ/ Deemed University) he/she will not be eligible for exiting the seat and not eligible for any other round of Counseling including State and DNB Counseling. The names of such candidates who have joined in Round II of AIQ/ Deemed/ Central Universities will be circulated to all state counseling authorities for prohibiting them to participate in any other counseling."
It also states in Q. 18, "The names of such candidates who have joined in Round II of AIQ/ Deemed/ Central Universities will be circulated to all state counseling authorities for prohibiting them to participate in any counseling."
In nutshell, you can participate in state counselling only if you have not reported to the college you were allotted in AIQ and didnt join the same. At the same time, from AIQ 2nd round of counselling onwards, you can exit the procedure only by forfeiting your refundable tuition fee, which is 25k in case of AIQ counselling.

Yes you can participate in both state as well as national Counselling. What you can’t do is attend the 2nd Counselling in both national and state levels without surrendering your seat that you got in the 1st counselling.
In case you have taken admission through NEET Counselling, but want to transfer to a college through state then you need to surrender the other seat, get the documents back and submit in the state Counselling time.
