Given the general eligibility rule for AACCC, if you took part in the Stray round 1 and got allotted a seat and did not join , there is high risk you will not be eligible for the Assam state counselling for that session.  The AACCC counselling state that if you are allotted a seat in Round 1/2/3, including the stray vacancy round and you do not join then you become ineligible for further rounds.
