Yes it is very well possible. You will have to opt out of the present college and complete the admission procedure of another desired college. Most of the time you will be asked to present the entrance test score based on which you will be alloted a branch and other procedures. Also you will be considered to have a one year education gap in between due to which there will be some problems when you sit for placements or apply in any off-campus placements.

I suggest you to re-appear for the subject and clear your backlogs, instead of changing the college.
