That depends on the condition and term of the policy. if they asked for all clear then that time you may face the problem then it is important to clear all backlog then they allow or give permission to apply any PSU (Like;-ONGC or BARC )many more. so make sure to clear all your backlog because most of the time they asked but in case they not asked then you may apply.

sorry to say you are not eligible to apply in any psu or any private or government company if you have any backlog in 8th semester. unless you clear your current backlog you are not graduated.
so you cannot apply in any private or government company.
