Yes, the registration fee is refunded to you if you opt out in any rounds of counselling or have not been alloted any seats.  The counselling fee of rupees 37500 for GEN/OBC/EWS and 17000 for SC/ST/PWD is returned after deduction of rs 1000 as counselling fee.

It generally takes one week or two and maximum a month to be credited back into the account.
