Yes you can definitely participate in csab counselling even if you get a seat in josaa counselling. You should note that if you have paid the seat acceptance fee during josaa counselling then you will not be required to pay the seat acceptance fee again if you get a seat in csab and if you get your seat upgraded then that will be allotted to you.
