If you pass class 12 in the year 2020 from NIOS then ofcourse you may pass UP board in 2022 only if you study well. These two paper are of different thing, if you already enrolled in UP BOARD then you can appear too in the exam legally. Make sure at a time you can use any one of them between these two.
