That depends on the college policies. 

Usualy colleges will keep 10% of the amount you paid and return the remaining amount. 

I suggest you to ask the admission head of that college regarding return policies while you pay the fees. 

Usually for management quota , fees refund is usually possible .But the capitation fees or "donation"is not returned by the management.For merit seats the refund is possible but it is good to withdraw as soon as possible to avoid any percentage of deduction by the management stating their loss of seat.

so, hurry up if you are planning to change the college.

No the fees will not be refunded.It is your wish not to come to college.If you have joined the college and paid the Ist year or Ist semester fees and then you got chance in some better college or due to some problem you are not able tp attend the classes then it is your problem not the problem of college authority and hence the fees will not be refunded.
