Registration and fee payment is a one time process in any State Quota Counselling. If you are not willing to opt for the choice filling round then, don't do it. You are required to fill the choices in round 2 and if you don't want to do the choice filling in round 2 also then, the amount paid by you will be reimbursed in your bank account.
