No, your registration fee  is applicable for 3 years and there's no need to pay it back if you fail in any attempt within 3 years.

But you have to pay your examination fee every time you apply for exams.

So, if you are appearing for examination for multiple times you only need to fill the examination form every time you wish to appear. And course registration needs to be revalidated only if it expires, which is after 3 years from the date of registration in case of CA foundation course.
