Hi!
If you want to refuse the 1st option that you have been chosen, you will have to apply in next cap round for that college which is least in your preference list .

Hello buddy

Yes buddy you can. You can actually bag a seat in the least preferred college. All depends on your choice and the score you have achieved in JEE mains.
