Yes, you will be considered as EWS candidate even if you do not upload EWS certificate at the time of filling JEE Main 2022 application however, you must submit the General-EWS certificate issued on or after January 1, 2022 at the time of admission in the allotted institute. If you fail to obtain the certificate before the admission you will not be considered as Genera-EWS certificate. Declaration form can be filled by the candidates who haven't yet obtain category certificate or yet to obtain it as they have applied for category certificate but will not obtain it before the closing date of the application. It is understood that you belong to General-EWS category so you have to fill the declaration form attached in Annexure IB in page 47 in JEE Main 2022 Information Brochure.
