You can't do so,  you can change your branch in a particular college i.e. in the same college but you can't change your branch as well as your college,  the college will give you a fresh admission in the first year.

Hello aspirant, if you want to change your branch in the same college you will have to score well in your 1st year but if looking to change your branch and take another college you will have to appear for the entrance exam and clear it to take admission in that college.

As you didn't have scored well in 1st year there is no need to change your college for this.
You might have suffered with BACK is some subject , but believe me you can pass thses paper in your further semester.
You have to come to a branch tagt really suits you accordingly as your future plans.
However, if you really want to go for CS then definitely you can change your college .

If you want to change your branch then you can but without getting maximum score it is impossible. You can only change your branch to CS if you are in top 5 or 10 In your entire batch . So, it is all up to you whether take CS in 1st year (if you can)  or be the top ranker.
