Firstly, congratulations for your great results!Yes,  you can surely participate in the second round of counselling. As per your rank you have a slight chance of getting a government seat. Since, you have been alloted the college in the first round, you should go and visit the college. Complete the admission formalities and apply for an upgradation. Once you are done, edit your list of colleges. Make sure you keep the government colleges on the top of your list.
