i read somewhere if we don't exit after 1st round and participate in 2nd round we won't be able to participate in state counselliing,is it?

I hope you are doing good. Now coming to your query, If you want to apply for State counseling then you have to cancel your AIQ seat before due date otherwise your security amount will not be refunded. If you don't reject the seat in the 1st round before due date then you are not eligible to participate in further rounds or State Counseling.
