If I was alloted seat in first round of all India counselling,but I opt of upgradation and didn't get seat in second round , will I get seat

Hello aspirant. As per your question i do understand your situation. Well, the problem is things just don't work the way we want to.
In case of procedural doubts it is always beneficial to have a one to one conversation with the authority.
Wait for the other rounds because there are other students for whom the lust is already made so, in case of changes it takes time for the authority/faculty to make arrangements.
