So, with regard of you're query.  MAXIMUM there will be never any open seats, even if there are any after the fifth counselling session, the seats are distributed to the candidates with the highest rankings. Students wait until all of the counselling sessions are finished to see whether or not they will receive a seat.

Even if the seats are left after the 5th counselling session then the seats are alloted to the candidates having a good rank, no seat is left unfilled. Students wait for all the counselling rounds to get over so they can get an idea whether if they will get a seat or not.
