I am sorry to tell you but what you are telling is not possible.  If you don't get a seat in obc -b category then then you will not get a seat under EWS quota as
the Central Government has  introduced 10% reservation quota for the Economically Weaker Sections (EWS) among General Category candidates and thus you are not eligible for it .
