See it is quite difficult to get a goverment medical college seat through15% All India Quota (AIQ). 

But being a SC candidate you have chances to get goverment seat through 85% state quota. 

So you should apply for state counselling and have a eye on counselling procedure of your state.

The approximate number if the seat is estimated to be 56, 000, including both government and private medical colleges. As per your query, your rank matters more than mark. If you could only specify your rank, I can give you a more appropriate probability of getting admission to your desired college. As you said, being reserved under SC quota, there are probably some chances of getting to government medical colleges, if not the government you can seek admission to any of the private medical colleges too. You can refer to the cut off list of the previous year to get an approximate idea.
There is a concession on your higher secondary marks by 40% minimum in PCB stream.

So basically you have the maximum probability to get admission private colleges but not sure in the government colleges. This totally depends upon the rank you have got in the entrance exam.
So if you can provide me the rank you have got then only I can say anything precisely or else I will suggest you do not hope for the government colleges rather set an eye on private one.
