If you have scored good in January 2019 JEE and your April 2019 JEE is not up to the mark then you need not to be worried about it.

Best of the two is considered for your rank.

As you have scored good in January JEE so your jee rank is given on the basis of January JEE percentile

The higher percentile score (overall) will be taken into consideration for the calculation of all india ranks.
You can also read detailed normalization procedure used by nta in the jee mains 2019's information brochure.
