Yes, you will be eligible for UPSC 2024 with your date of birth

This is because,

To be  eligible ,you  need to  be at least  21  years  old  as on 1st August of the year of appearing for UPSC examination i. e as on 1st August 2024 for UPSC 2024 and you fulfill this criteria as with your date of birth on  17th July 2003 as you will be 21 years old on 17th July 2024 i. e  before 1st August 2024 and thus eligible.
