With that rank, the chances of getting a seat in IIT is pretty minimal. I would still recommend you to go for the counseling.
Sometimes due to vacancy of seats in IITs due to students joining NITs or BITS, seat gets available and people have already opted out of the counseling process. So, take a chance.
