Yes he/she will be eligible for NEET UG 2023 as per the current eligibility criteria because current eligibility criteria says that the minimum age should be more than or equal to 17 years by December 31st of the examination year so he/she will exceed 17 years in the month of March 2023.

Also

** You must have passed 10+2 from any recognized central/state board or you should be appearing for it in 2024.

** English should also be in your curriculum of class 12th and also you should have passed in it. (You fulfil this)

** You minimum age should be more that or equal to 17 years by December 31st 2023, as per the current eligibility criteria.

** Now there is no upper age limit for NEET UG.
