Once you are allotted a particular college, you can either take the seat or dont. Even if you decide to take the seat in a specific round of counselling, you can always apply for up gradation in the subsequent rounds. If your merit rank is high enough, you will get up graded to the college of choice. If you dont, you will still have the first seat.
