No, one can not apply for the second round of counselling without participating in the first round of counselling. The second, third round of counselling are for upgradation of the previous rounds. The candidates who wants to upgrade third allotted seat in the first round are eligible for the second round of counselling. Also, the candidates who have participated but didn't get any seat in the first round are also eligible to take part in the further rounds.

Although, you didn't take part in the main round of counselling but you will be eligible for the mop-up rounds of the counselling procedure.
