Yes, all the eligible candidates who have not who have to secured seat in first round, who haven't exercised their web options but completed the document verification, who have secured a seat in first round but do not want the seat allotted and who wants to go for a better choice of option can participate in round 2 and exercise the web options.

So if your certificates are verified then you can exercise your web options. If the certificate verification is not yet done then you need to get your certificates verified first at the help line center and after successful verification you can exercise online web options.
