If you fail, in any subject whether it is Chemistry or Physics or any subject, you will not be accepted to an Arts College, even if you failed in a science subject. Arts colleges aren't a 'second option' for science students when they fail in their subjects, Arts colleges have their criteria and eligibility levels for admissions.

In order to be admitted to any college, whether it is an Arts or a Science college, you need to pass all your subjects in 12th grade from a UGC-recognized Board of Examination, with no compartments or backlogs. If you have failed in a subject, you need to clear that paper via repeat examination and then apply to colleges.
