Hi
Seats available for mopup round are generated after both first and second round in case some seats are left vacant.
If you get a government seat in second round, then there is no upgradation. You have to take risk of leaving your alloted seat and register yourself for mopup round.
So, this is generally not suggested to leave your assigned seat and opt for mopup round unless you are ready to take risk of trying to get vacant seat
