For passing the CA foundation exam you need to score a minimum of 40% in each paper and 50% in aggregate of all papers, since Business Law and Business Correspondence and Reporting form part of one paper i.e. paper 2, then you need to score a total of 40% in this and to answer your question, yes, you will pass if you score 20 in law section  of paper 2 and 40 in the BCR section of paper 2 since the aggregate of the 2 will be more than 40%, but to pass the CA foundation exam keep in mind to score more than 50% in aggregate of all the papers.
